They were accompanied by media people who were asked to cover the event. They were waylaid by about 100 armed men and subsequently killed in a brutal and barbaric manner, with some of the victims even decapitated. The casualty figures could rise even higher to more than 40, according to news reports.&lt;br /&gt;&lt;br /&gt;I call on authorities to fully investigate this incident and to bring to justice not only the perpetrators but also the masterminds as soon as possible. No one should be above the law. This is a heinous and reprehensible crime that deserves the maximum penalty allowed by law.&lt;br /&gt;&lt;br /&gt;At the same time, I urge the government to put in place adequate measures to ensure honest, orderly and peaceful elections in Maguindanao and other areas where intense political rivalries could erupt into violence and bloodshed. The serious implementation of this law will strengthen our country’s efforts in addressing the greatest challenge of our time – climate change.&lt;/div&gt;&lt;div&gt;&lt;br /&gt;&lt;/div&gt;&lt;div&gt;When I filed this measure two years ago, I took inspiration from the Albay Declaration, which was the result of the First National Conference on Climate Change Adaptation, calling for “the passage of a policy prioritizing climate change adaptation in the national agenda.”&lt;/div&gt;&lt;div&gt;The ensuing discussions on the threats of climate change to our basic human rights—food, potable water, shelter, decent livelihood and life itself, have occupied us for some time now. In response to these impacts, vulnerable countries like the Philippines should ramp up efforts to enhance the resilience of our people.&lt;/div&gt;&lt;div&gt;&lt;br /&gt;&lt;/div&gt;&lt;div&gt;I think special attention should be given to the poorest of the poor, who are also the most vulnerable to the scourge of disasters. They are the small farmers, fisherfolk, upland dwellers, urban squatters living on riverbanks, forestlands, seashores, and low-lying areas. Without planning and assistance, more will lose their homes and properties that sustain their livelihood. A single extreme weather event can derail the achievement of our Millennium Development Goals' target.&lt;/div&gt;&lt;div&gt;&lt;br /&gt;&lt;/div&gt;&lt;div&gt;While climate change has recently been at the forefront of international and local discourse, it is perhaps only now that we have seen its devastating impacts.&lt;/div&gt;&lt;div&gt;&lt;br /&gt;&lt;/div&gt;&lt;div&gt;Unfortunately it took these two calamities for us to realize the urgent need to confront the drivers of our vulnerability to disasters and climate change—poor urban governance, vulnerable rural livelihoods and ecosystems decline— in order to save lives and secure livelihoods.&lt;/div&gt;&lt;div&gt;Climate Change Act will build resilience to the impacts of climate change. The Commission on Climate Change shall be the sole policy-making body of the government tasked to coordinate, monitor and evaluate the programs and action plans of the government relating to climate change. &lt;/div&gt;&lt;div&gt;&lt;br /&gt;&lt;/div&gt;&lt;div&gt;This places local governments at the frontline of the formulation, planning and implementation of climate change action plans which includes risk reduction, in their respective areas speeding up the capacity building for local adaptation planning, implementation and monitoring of climate change initiatives in vulnerable communities. &lt;/div&gt;&lt;div&gt;Further, the new legislation places disaster risk reduction as the first line of defense against climate change risks. Recognizing that climate change adaptation and disaster risk reduction are closely linked and effective disaster risk reduction enhances climate change adaptive capacity, the measure will ensure the integration of disaster risk reduction into policies, programs and initiatives on climate change.&lt;/div&gt;&lt;div&gt;&lt;br /&gt;&lt;/div&gt;&lt;div&gt;The Climate Change Act, the first in Asia, sums up the country's great resolve to take the issue of climate change very seriously. It goes to show that we value above everything else the welfare of our people through the protection of the world where we all live.&lt;/div&gt;&lt;div&gt;This law is for us, our children and the generations after them. The book  reading took place at the Philippine Daily Inquirer Library&lt;span class="Apple-style-span"  style="font-size:small;"&gt; as part of  the company’s read-along program. Although the rains poured heavily,  I looked forward to the opportunity to talk about my advocacy to wide-eyed  students wh&lt;/span&gt;&lt;span class="Apple-style-span" style=" "&gt;&lt;span&gt;&lt;span class="Apple-style-span"  style="font-size:small;"&gt;o had that eagerness and idealism that our planet badly needs.&lt;/span&gt;&lt;/span&gt;&lt;span class="Apple-style-span"  style="font-size:small;"&gt; &lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;&lt;p&gt;&lt;span&gt;&lt;span class="Apple-style-span"  style="font-size:small;"&gt;As I am also an advocate  of reading and literacy, I commend the Inquirer for this activity, which  encourages Filipino students to develop a love for reading. I remember  that when I was still a young girl, my mama and yaya, would read to  me every night before I sleep. That instilled in me a genuine love for  books.&lt;/span&gt;&lt;/span&gt;&lt;span class="Apple-style-span"  style="font-size:small;"&gt; &lt;/span&gt;&lt;/p&gt; &lt;img src="http://farm4.static.flickr.com/3397/3596880323_00fc6a6e96_m.jpg" style="float:left; margin:0 10px 10px 0;cursor:pointer; cursor:hand;width: 240px; height: 215px;" border="0" alt="" /&gt;&lt;p&gt;&lt;span&gt;&lt;span class="Apple-style-span"  style="font-size:small;"&gt;The children listened,  their faces full of enthusiasm, to the story of the Crying Trees, which  I read in Tagalog. The book talks about the legend of the rubber tree  and touched on environmental issues such as: illegal logging, the ill  effects of human intervention and development on nature, and forest  denudation.&lt;/span&gt;&lt;/span&gt;&lt;span class="Apple-style-span"  style="font-size:small;"&gt; &lt;br /&gt;&lt;/span&gt;&lt;/p&gt; &lt;p&gt;&lt;span&gt;&lt;span class="Apple-style-span"  style="font-size:small;"&gt;What I originally expected  to be a 30-minute book reading session extended to more than an hour  of exchanging and sharing ideas with the students. I enjoyed it very  much that I’d like to do it every week! &lt;/span&gt;&lt;/span&gt;&lt;span class="Apple-style-span"  style="font-size:small;"&gt; &lt;br /&gt;&lt;/span&gt;&lt;/p&gt; &lt;p&gt;&lt;span&gt;&lt;span class="Apple-style-span"  style="font-size:small;"&gt;On this important day  for the environment, I truly feel complete. Thinking back on all the  hard work that I have done to give a voice to Climate Change and Disaster  Risk Reduction, I felt so happy that at the young age of 8, most of  the students are aware of the importance of planting trees, having clean  air and taking care of the environment. &lt;/span&gt;&lt;/span&gt;&lt;span class="Apple-style-span"  style="font-size:small;"&gt; &lt;br /&gt;&lt;/span&gt;&lt;/p&gt; &lt;p&gt;&lt;span&gt;&lt;span class="Apple-style-span"  style="font-size:small;"&gt;I know, in my heart, that  there is hope that we will soon realize that the environment should  be everybody’s concern.&lt;/span&gt;&lt;/span&gt;&lt;span class="Apple-style-span"  style="font-size:small;"&gt; &lt;br /&gt;&lt;/span&gt;&lt;/p&gt; &lt;p&gt;&lt;span&gt;&lt;span class="Apple-style-span"  style="font-size:small;"&gt;Early this week, I just  came home from a five-day trip to Bhutan to attend a conference where  I delivered a keynote address on Disaster Risk Reduction and Gross National  Happiness. Just yesterday, I started my day early by planting trees  with ambassadors from different countries in Luneta. Now I’m doing  another tree-planting activity with the Federation of Filipino Chinese  Chamber of Commerce. &lt;/span&gt;&lt;/span&gt;&lt;span class="Apple-style-span"  style="font-size:small;"&gt; &lt;br /&gt;&lt;/span&gt;&lt;/p&gt; &lt;p&gt;&lt;span&gt;&lt;span class="Apple-style-span"  style="font-size:small;"&gt;That’s all for now. Loren Legarda on Alec Baldwin's Mail-Order Bride Remark</title><content type='html'>&lt;div class="bodytext"&gt;&lt;p&gt;STATEMENT&lt;br /&gt;Senator Loren Legarda&lt;br /&gt;Re: Alec Baldwin's Mail Order Bride Remark&lt;br /&gt;18 May 2009&lt;/p&gt; &lt;p&gt;Mr. President and my honorable colleagues: Yet again the Filipina has been a subject of ridicule by a foreigner. In the &lt;em&gt;David Letterman Show &lt;/em&gt;aired last Thursday, May 14, Hollywoord actor Alec Baldwin said:&lt;/p&gt; &lt;p&gt;&lt;em&gt;&lt;strong&gt;&lt;blockquote&gt;"I'd love to have more kids. I think about getting a Filipino mail-order bride at this point or a Russian one. I don't care, I'm 51."&lt;/blockquote&gt;&lt;/strong&gt;&lt;/em&gt;&lt;/p&gt; &lt;p&gt;This statement, Mr. President, is nothing short of a cultural insensitivity. There have been several instances in the past when the Filipina has been degraded in international media. There was Teri Hatcher in &lt;em&gt;Desperate Housewives &lt;/em&gt;saying she wanted to make sure she would not be attended by a doctor who attended a medical school in the Philippines. Then there was the BBC program &lt;em&gt;Harry and Paul &lt;/em&gt;portraying a Filipina maid in undignified and laughable postures. Then this statement by Mr. Baldwin. To let this pass by without a sound of protest is the height of insensitivity and callousness on our part, Filipino leaders. So I vigorously register my objection to the statement by Mr. Baldwin.&lt;/p&gt; &lt;p&gt;Mr. Baldwin is know for being thoughtless about what he says. Nevertheless, his  words are classifiable as "hate speech."&lt;/p&gt; &lt;p&gt;These incidents in the international media show a pattern of hatred directed against an identifiable group: the Filipinos. In the latter two incidents, another pattern of degradation may be observed: insult against the Filipino woman.
